VoidBot Starboard and Community Highlights

Configurable community highlights are live. Each server chooses its emoji, threshold, destination, ignored channels and roles, self-star policy and attachment handling in the panel. VoidBot counts eligible reactors, creates only one highlight per source, updates counts and source edits, removes highlights when reactions fall below the threshold or the source is deleted, and provides /starboard remove for Manage Messages moderators.
