League Smurfing and Alternate Account Reference

A source-linked Riot policy reference distinguishes ordinary alternate-account ownership from smurfing and Ranked manipulation. It gives a direct NA plus EUW account answer, explains legitimate fresh placements, personally created accounts, account sharing, bought accounts, boosting, deliberate deranking, penalty evasion, cross-account enforcement and regional transfers without claiming that VRC.LOL can decide an individual case.
