League Player Stats API

The first League phase is now staged at /league with Riot ID and platform input, PUUID resolution, ranked queues, champion mastery, recent match summaries, Data Dragon champion mapping, bounded caching, stale fallback, responsive results, SEO metadata, policy attribution, and automated deploy checks. The remaining activation step is a registered Riot production API key in the private server config.
