Minecraft Cape Gallery Data Cache in Go

The public cape gallery now reads its cape and owner index from a loopback-only Go feed with a five-minute bounded response cache. The existing PHP page keeps its translated HTML, SEO metadata, ordering and card behavior, and automatically falls back to the original database queries if the service is unavailable.
